Freedom camping vehicle owners encouraged to act early on new certification rules

Owners of vehicles used for freedom camping are being urged to get the ball rolling sooner rather than later to ensure their vehicles meet new requirements, ahead of the compliance deadline.
From 7 June 2026, all vehicles used for freedom camping must be certified as self-contained under the new green warrant certification system. The Government announced these changes in 2023, including a transition period to phase out the old voluntary self-containment standard (blue warrant system).
The new green warrant system, regulated by the Plumbers, Gasfitters and Drainlayers Board, requires vehicles to be certified by an approved certification authority. The new rules require vehicles to have a fixed toilet and meet requirements in relation to their water supply system, wastewater system, ventilation system, sink, and rubbish storage.
Plumbers, Gasfitters and Drainlayers Board Chief Executive Aleyna Hall says there are an estimated 68,000 privately owned freedom camping vehicles in New Zealand, and to date about 20,000 have been certified under the green warrant system.
“We’re pleased with the progress so far, but most vehicles are still to be certified. Our advice is simple: book in early so you don’t get caught in a bottleneck closer to the deadline. We are encouraging vehicle owners to book well ahead of time to get their green warrant to avoid delays.”
Ms Hall says it is important vehicle owners understand what they need to do to continue to use freedom camping sites from next June.
“Vehicle-based freedom camping is enjoyed by many New Zealanders and visitors as being a great way to see New Zealand with many freedom camping sites around the country. To keep enjoying these sites, vehicles will need to meet the new requirements from next June.”
She says the new rules have been introduced to help protect the environment and reduce pressure on local communities.
“In the past, some freedom campers stayed in vehicles that were not properly self-contained and were unable to dispose of waste appropriately when staying in areas without facilities. The new requirements are about keeping freedom camping a great experience, while reducing impacts on communities and the environment.”

From 7 June 2026, vehicle owners who camp at freedom camping sites without self-containment certification under the new green warrant system can be fined $400.
