Our structure

The Board consists of ten ministerially-appointed members representing both the trade and the public. A CE/Registrar is appointed by the Board and supported by 16 employees to undertake the Boards day-to-day operations.

Board members

Peter Jackson (Chair)

Peter Jackson is registered as a Certifying Plumber, Gasfitter and Drainlayer. He is the Director of H2O Design Ltd. Peter's Board appointments include Deputy Chair of Site Safe New Zealand, a Trustee of the Apprenticeship Training Trust, a Trustee of SIT, and Director of Southern Lakes English College. He is also a Charter member of the Institute of Directors. Peter served an earlier term on the Plumbers, Gasfitters and Drainlayers Board during 1992-2000. He was appointed in September 2010 and is from Queenstown.

Nick Fleckney

Nick Fleckney is a Certifying Plumber, Gasfitter and Drainlayer who works as a Senior Hydraulic Design Engineer for BECA. Here he is involved in the total review and design of water, gas, stormwater, waste and sewer services. Along with his trade qualifications he also holds a Post Gradate Certificate in Education, Graduate Diploma in Higher Education, Backflow Testing and Surveying Accreditations, and is currently continuing his studies to complete a Diploma in Hydraulic Building Services Design. Nick was appointed in September 2012 and reappointed in 2014 and is from Christchurch.

Graham Hardie (Deputy Chair)

Graham Hardie is registered as a certifying gasfitter and drainlayer and as a licensed plumber. Graham is the owner of River City Gas, a gas appliance and servicing company, and New Zealand Gas Group Ltd, whose purpose is to increase practitioner awareness and education of gas appliance servicing and installations specifically around health and safety. Graham is from Wanganui and was first appointed in September 2010 and was reappointed in September 2012.

Richard Merrifield

Richard Merrifield (LBP / ATC) is the owner of R J Merrifield Ltd, a building company undertaking architectural houses and alterations in the Nelson Region. Richard is the former Chairman of CBANZ and BRAC ( Building Research Advisory Committee ). He was also a member of the Minister of Building and Construction task force on productivity, and the Building Act Review advisory group and the review committee of NZS 3604. Richard is a Director of BRANZ and a member of the Building Practitioners Licensing Board. Mr Merrifield was appointed in 2014, and is from Upper Moutere.

Craig O'Connell

Craig O’Connell is the Owner/Director of the Management consulting firm, Recruitment and Performance (RAP) Consulting Limited. Craig served as the acting Chief Executive of the Plumbers, Gasfitters and Drainlayers Board from February to November 2010. He holds a Bachelor of Arts in psychology and a Bachelor of Commerce and Administration in economics. Craig was appointed in July 2011 and is from Wellington.

Colleen Upton

Colleen Upton is the General Manager of Hutt Gas & Plumbing Systems Ltd and a Partner in Upton Electrical. Previously a Director on the Master Plumbers Board and Masterlink Board. Colleen has also served on School Boards of Trustees, involving Chair of both Disciplinary and Board at secondary school level. She holds a position on the Lead Group for the Qualifications Review with The Skills Organisation and has held an executive position with the Plumbers, Gasfitters and Drainlayers Federation since its inception. Colleen was appointed in March 2015 and is from Upper Hutt.

Barry Willcox

Barry Willcox is registered as a certifying plumber and gasfitter. He is the Managing Director of Willcox Plumbing Ltd and past president of Canterbury Master Plumbers. Barry is currently convener of the Canterbury Master Plumbers disputes, and is a current member of the Canterbury Master Plumbers Finance Committee and Executive. He is also a previous member of Master Plumbers of New Zealand Skills Advisory Group. Barry was appointed in July 2015 and is from Christchurch.

Ken Douglas

Ken Douglas is registered as a certifying plumber, gasfitter and drainlayer and is the Managing Director of F B Hall & Co Ltd. Ken has been involved with the Waikato Master Plumbers, Gasfitters and Drainlayers Association for many years. On the executive, he was the president from 1989 to 1991, the organising committee for the 1990 plumbers conference in Rotorua, and convener of the conference in Hamilton 2004. Ken was appointed in July 2015 and is from Hamilton.

Deborah Cranko

Deborah Cranko is a practising registered architect, Fellow of the Institute of Architects, and Co-director of a professional services firm which provides architecture and professional engineering services. She was awarded the National Association of Women's Professional Woman of the Year 2015. Deborah has also had long-standing governance involvement in related architecture including Deputy Chair of the New Zealand Registered Architects' Board, Chair of the Audit Committee of the NZ Architects' Co-operative Society (professional indemnity insurance), and a Board Member since 1998. She is Depupty Chair of the Engineering Associates Registration Board, a member of the Karori Brooklyn Charitable Trust, and recently Chaired the Professions Advisory Group to the School of Architecture and Design at Victoria University of Wellington.

Diana Kuhz-Covich

Diana Kuhz-Covich is a self-employed registered and certifying plumber and gasfitter and is the Managing Director of Unique Gas and Plumbing Ltd in Kaitaia. Diana is an Independent Qualified Person (IQP) in backflow protection, and in 2011 was presented with the Board’s Merit of Excellence Award. Diana was appointed in July 2016 and is from Kaitaia.
